1 year old.. shoe size help please!?

My friends baby is 1 year old. She said she wears a size four, not a 4t. I was looking for shoes, and I came across a few that confused me some said Toddlers - 4 , UK 4 , and infant 4.. Im worried infant sounds too small and uk sized confuse me. Does anyone know what size she might wear lol.
