Can my toddler in sims 3 age to a child if I disabled aging?

I disable aging in my Sims 3 game but I would still like my children to grow up. I was able to age the babies into toddlers. I was wondering if I'm still able to age my toddlers into children. Or do I have to enable aging again for them to grow up?
